On behalf of the Kurdistan Regional Government (KRG), the KRG Ministry of Natural Resources announces that crude oil exports shall commence officially on 1 June 2009 from the Tawke Field, at an initial rate of around 60,000 barrels per day. This follows the completion of all the metering instrumentation and the tie-in of the field pipeline with the Iraq-Turkey main export pipeline at the border town of Fishkhabur.

In addition, during the coming month of June, some 40,000 barrels per day of light crude oil shall commence (by trucking) from the Taq-Taq field to the newly installed temporary loading and unloading facilities at the Khurmala Station located East of Erbil, and from there onwards it will be transported through the existing pipeline networks to the Iraq-Turkey export pipeline. This will be a temporary measure and will continue until a field pipeline is laid between the Taq-Taq field and the Khurmala Station.

The exported crude oil from both fields will be marketed by SOMO and the revenue will be deposited to the federal Iraq account for the benefit of all Iraqi people. The average API gravity of the crude oil mix at a combined rate of 100,000 barrels per day will be around 35 degrees. Once the Taq-Taq pipeline is laid and further upgrades are made to the Tawke pipeline, the combined exports from these two fields will reach 250,000 barrels per day, with the average API gravity of around 39 degrees. These higher API gravity oil mixes will improve on the overall quality of the present Kirkuk oil mix which is only around 31 degrees API.

To mark this occasion the Ministry of Natural Resources shall hold an opening ceremony at Fishkhabur. A number of dignitaries will be invited from the Kurdistan Parliament, the KRG, the Kurdistan oil sector, SOMO officials, the head and members of the Federal Parliament Energy Committee, the Federal Finance and Oil Ministers, the Governor of Duhok and other officials. Local and international media will also be invited.

This great historic achievement, which was accomplished in record time, is one of the KRG’s contributions to raising oil production and revenue for the benefit of all Iraq. We wish to acknowledge and thank officials of the North Oil Company in Kirkuk for their technical support during the last year to facilitate the tie-in with the export pipeline. They, and other high level federal Ministry of Oil officials who have supported us in the process, will be invited to attend the ceremony to celebrate this important occasion with us.

Reference is made to a notification on the website of the Kurdistan Regional Government ("KRG") today, announcing commencement of crude oil exports from the Tawke field and the Taq-Taq field from June, 2009.


DNO International ASA has not received any notification from KRG concerning commencement of crude oil exports.

DNO International ASA has previously announced that the tie-in of the Tawke pipeline to the Northern pipeline system in Iraq has been completed and that the Tawke field is ready to start full scale production.

BAGHDAD, May 8 (Reuters) - Crude oil exports from the Tawke oil field in Iraq's northern Kurdish region will begin on June 1, the largely autonomous region's government said on Friday.

Exports will begin at an initial rate of 60,000 barrels per day (bpd), the statement from the Kurdistan Regional Government said, adding that in addition 40,000 bpd will be sent in June by truck from the Taq-Taq field and ultimately to the Iraq-Turkey export pipeline.

"The exported crude oil from both fields will be marketed by [the Iraqi State Oil Marketing Organisation] and the revenue will be deposited to the federal Iraq account for the benefit of all Iraqi people," the statement said.

A spokesman for the Iraqi Oil Ministry in Baghdad, which has long denied the Kurdish government permission to export oil through a national pipeline, had no comment on the announcement.

He did not confirm or deny that permission had been granted to use the pipeline.

Oil contracts signed by the Kurdish government have been a thorn in relations between Arbil, the Kurdish capital, and the central government in Baghdad. The Oil Ministry deems those contracts to be illegal.

Iraq, which has the world's third largest oil reserves, desperately wants to boost production and renew an oil sector in need of investment and modernisation.

Shares in DNO International (DNO), the Oslo listed company that is developing the Tawke field, surged 11.6 percent when the Oslo bourse halted trade at 0941 GMT to investigate the stock's move. They were later up 23 percent.

Iraq Oil Ministry denies deal to export Kurd oil

BAGHDAD, May 8 (Reuters) - The Iraqi Oil Ministry has not granted permission for oil to be exported from fields in the largely autonomous Kurdish region, a ministry official said on Friday, contradicting statements from Kurdish officials.

"So far no deal has been concluded between the two parties," spokesman Asim Jihad told Reuters the same day that the Kurdistan Regional Government said it would begin exporting oil from its Tawke field on June 1 through an Iraq-Turkey pipeline.

Men interessant at aktien ikke reagerer negativt på den afkræftelse.

Personligt synes jeg at den meddelelse på KRG's hjemmeside er så detaljeret at det er ret så sandsynligt at en aftaler er i stand..... måske kun uformelt....

KRG er måske også pressede og vil gerne så hurtigt som muligt melde ud om de gode nyheder....

Endelig kan det vel heller ikke helt afvises at manden fra Olieministeriet er sendt i byen for lige at sætte farten lidt ned på det hele.

Bottom line, jeg finder det særdeles betryggende at det nu er en officiel meddelelse fra KRG der sætter gang i det hele og ikke bare de sædvanlige avisinterviews og rygter og unavngivne kilder osv.

At dno ikke har meldt noget ud er så det trækker lidt ned.... men jeg vil tro at de venter på en bulletproof underskreven aftale så de ikke igen kan melde om forsinkelser.....

DNO-kursen skjøt i været etter at regionalmyndighetene i Kurdistan (KRG) skrev på sin hjemmeside at eksporten fra Tawke-feltet offisielt vil starte 1. juni. Ifølge Finansavisen avviser derimot Bagdad at det er gitt eksporttillatelse.


DNO, som er operatør og har en andel på 55 prosent i feltet, har tidligere meldt at alt er teknisk klart for eksport.


- Oppkjøp av DNO er en høyst reell mulighet. Irak er stadig høyere på agendaen til the majors, de store internasjonale oljeselskapene, sier Trond Omdal, analytiker i Arctic Securities, til Finansavisen.

Dette er klart positivt, selv om mye fortsatt er usikkert. I og med at DNO ikke er blitt informert om noe, så kan man ikke anta at det er 100 prosent sikkert. Men sannsynligheten for eksport er økt, sier DNO-analytiker Ole Martin Westgaard i ABG Sundal Collier.

DNOs oljeproduksjon i Jemen er på full fart ned. På ett år har produksjonen falt 25 prosent. Dermed blir eksporttillatelse av den kurdiske oljen stadig viktigere for DNO.

- Det vesentlige spørsmålet her i forhold til verdsettelsen av DNO-aksjen er om man tror på eksport eller ikke. Troen på eksport er nå styrket, sier Westgaard.

ABG Sundal Collier har en kjøpsanbefaling på DNO-aksjen og et kursmål på 8,5 kroner. I dette kursmålet er det lagt inn eksport av Tawke-oljen fra tredje kvartal i år.

DNO International presenterer resultatet for første kvartal førstkommende onsdag.

Abdel-Karim Luibi, the undersecretary of the Iraqi oil ministry for the Oil drilling, in a statement to al-Sharq al-Awsat newspaper said that the difference between his ministry and the Kurdistan Regional Government is not on exporting oil and the financial revenues, but the old contracts signed by the KRG.


That came one day after the announcement of the KRG ministry of natural resources about exporting 100.000 barrels of crude oil pd at the beginning of next June.

“All should know, there is no dispute over the ownership of oil financial revenues with the KRG because the Kurds agree with us on this point, they believe that oil revenues extracted from any part in Iraq should be for the benefit of all Iraqi people. The owner of Iraqi oil is the Iraqi citizen in the north or central or southern Iraq”, Luibi added.

Iraqi Kurdish region says it expects 'historic' oil windfall

Arbil, Iraq - The government of the semi-autonomous Kurdish region in northern Iraq announced on Sunday that it expected a "historic" windfall from oil exports from the region, despite a dispute with Baghdad over the exports. The regional government's Ministry of Natural Resources on Sunday said the Kurdish region would export roughly 100,000 barrels of crude oil a day in the next month from two oil fields, days after an official from the Oil Ministry in Baghdad denied there had been an agreement on exports.

The issue of oil exports from the semi-autonomous Kurdish region in northern Iraq remains a source of dispute between Arbil and Baghdad, and an oil law governing the export of crude has been held up in the Iraqi parliament since 2007.

In a statement carried on Sunday by most newspapers in Arbil, the capital of the semi-autonomous Kurdish region, the Kurdish government said it would export about 60,000 barrels of oil a day to Turkey from the Tawke field, near the city of Dohuk, some 460 kilometres north of Baghdad.

An additional 40,000 barrels a day would flow from the Taq Taq field to Turkey, the statement said, noting that the proceeds from the oil would "benefit of Iraqi people as a whole."

"This historic achievement marks a record in the Kurdistani regional government's efforts to increase Iraqi oil production and revenues for the benefit of all the Iraqi people," the statement said.

In remarks published in Iraqi newspapers Saturday, Assem Jihad, a spokesman for the Oil Ministry in Baghdad said there "had been no agreement between Arbil and Baghdad on oil exports from the province of Kurdistan."

The central Iraqi government's Oil Ministry had previously said that agreements on oil exports from the Kurdish region "were signed illegally, without the knowledge of the federal government."

Kurdish officials say the agreements were legal, and were struck in accordance with the Iraqi constitution.

I am pleased to confirm that today, 10th May 2009, I have received two letters addressed to the Kurdistan Regional Government Ministry of Natural Resources in Erbil, issued by the Ministry of Oil in Baghdad, which states that export of oil from the Tawke and Taq-Taq oil fields in the Kurdistan Region should be expedited.

The letters have been signed by a Deputy Minister (Technical), communicated to us and the North Oil Company on 10 May 2009.

In the recent past we had excellent support from the North Oil Company on this subject, and we are delighted by this confirmation of renewed cooperation and we look forward to working with them again to ensure that our June 1st export deadline is met.

BAGHDAD/SULAIMANIYA, Iraq, May 10 (Reuters) - The Iraqi Oil Ministry will begin exporting oil from fields in semi-autonomous Kurdistan, an official said on Sunday, heralding a breakthrough in a bitter feud over control of Iraq's oil wealth.
Oil Ministry spokesman Asim Jihad told Reuters that once fields in the northern Kurdish region had been connected to the national export pipelines, "the Iraqi Oil Ministry will start exporting crude extracted from some oil fields in Kurdistan."
"These quantities will increase Iraqi export capacity, and all revenues will go to state coffers. The Ministry supports any steps to increase Iraqi output and export levels," he said, but declined to comment on when the exports would begin.
Jihad's comments came after the Kurdish natural resources minister said he had received a green light from Baghdad to begin the first official exports from Kurdish fields.
"Today I received an email message from the Iraqi Oil Ministry sending us their approval for the Kurdish government to export oil through the Iraqi pipelines to Ceyhan (in Turkey)," Ashti Hawrami told Reuters by telephone from outside Iraq.
On Friday the Kurdish government had announced that oil exports from its Tawke field would begin on June 1, saying they would start at an initial rate of 60,000 barrels per day (bpd).
It also said that 40,000 bpd of exports from another field, Taq Taq, would begin, travelling by truck and through an Iraq-Turkey export pipeline.
But there was no immediate confirmation from the Shi'ite-Arab led government in Baghdad, which has long called contracts Kurds have signed with foreign oil firms illegal and on Friday Jihad denied that permission had been granted for the Kurdish exports.
The oil feud is part of a larger dispute between minority Kurds and majority Arabs over resources, land and power that has held up national energy legislation and cast a shadow over a country struggling to emerge from six years of bloodshed.
Oil Minister Hussain al-Shahristani is facing increasing pressure to increase sluggish oil output, now around 2.3-2.4 million bpd, and turn around an industry in dire need of major investment after decades of sanctions, neglect and war.
On Sunday Jihad said there was a joint technical team, including Kurdish and Arab officials, that would conclude preparations for the launch of Kurdish oil exports.
Until now Baghdad's refusal to open the national pipeline to Kurdish oil exports has meant oil from Kurdistan, largely independent since 1991, has gone only to supply a small Kurdish market. Small amounts have been smuggled abroad.

Kurdish officials, who estimate reserves of at least 40-45 billion barrels in the area now recognised as Kurdistan, have meanwhile struck deals with firms including Toronto-listed Addax Petroleum and Norway's DNO International, which is developing Tawke.
